Void is the only absolutely motionless thing in the Universe. Because of the Void any movement of matter is possible. Void has its own energy – Shakti energy. The union of Shiva and Shakti can be seen as the union of Time and Void, that is worshipped in India as Mahakala (Great Time, Eternity), one of Shiva’s hypostasises. Creation and matter originate from this union.
